Description of Project:
ACCC is responsible in providing overall management of the project. The Project will enhance and institutionalize the capacity of Directorate of Primary Education (DPE) at the center and in the districts to meet the needs of children with special requirements; and reduce demand side and supply side constraints.
The project is mainly focused to provide to PEDP II is an important part of the National Plan of Action for Education for all (2003-2015) and IPRSP. The major objectives of the PEDP II program are: (i) to provide quality primary education to all eligible children in Bangladesh; (ii) to improve the quality of teaching and learning achievement of students; and (iii) to strengthen planning and management of primary education and establish a national monitoring and evaluation system.
Description of actual services provided by DPDS in the assignment:
Analyze the organizational capacity and recommendations of the earlier organizational and institutional capacity review for institutional reform and conduct and in-depth institutional analysis of DPE, NAPE, NCTB, PTIs, DPEOs, UEOs and URCs as required to supplement, highlight, or emphasis areas that need to be strengthened as well as requirements for capacity building for each organization/agency in line with GOBs policies. Following the analysis, integrate the findings with the earlier review and develop an organizational and institutional reform agenda and action plans for organizational development of these agencies especially measures and actions to strengthen field-level capacity of DPE staff at Divisional, District and Upazila levels. Design and develop training program, course contents and materials, and prepare a training plan and schedules for all the professional development activities and training programs at various levels to ensure timely implementation and effective management of the programs by the concerned agencies, institutions, and individuals. Provide technical support to the review of the monitoring and evaluation reports prepared by the Monitoring and Evaluation Division of the DPE and identify potential problems and the progress made in implementation, and suggest remedial measures, where necessary.
