Description of Project: The specific objectives of the project are: (i) to improve the efficiency by strengthening the management, accountability and transference system at all levels and in every sphere of activity in secondary education; (ii) to enhance the quality of secondary education by improving the curriculum, student assessment and school performance; and (iii) to improve the equity of access to secondary education by improving the infrastructure, supporting the delivery system of secondary education and providing support to the poor students.
Description of actual services provided by DPDS in the assignment:
Assisted the project implementation unit (PIU) and Directorate of Secondary and Higher Education for the planning of a project monitoring system and development of necessary baseline data and procedures for implementation and reporting. Planned and supervised system reviews and prepared recommendations for specific action, on the structure and operational and management systems of National Curriculum and Textbook Board (NCTB), Board of Intermediate and Secondary Education (BISE), Directorate of Inspection and Audit (DIA), DSHE, and DSHE vis-à-vis decentralization and necessary field reallocations of staff to meet reallocated responsibilities. Assisted DSHE in implementing increased decentralized management and training and upgrading of staff. Analyzed the strengths and weaknesses of the school performance based management system, assessment of the level of strategies for further strengthening of the system. Assisted DSHE in developing and implementing an monitoring and quality assurance system to monitor the performance of secondary schools and madrashas based on the SPBMS, and to develop transparent procedures for linking of subvention based to school performance. Assisted DSHE in the adaptation of SPBMS for the madrashas. Prepared Design and supervision of end-user trials and user information needs analysis studies for the current EMIS in DSHE; Production of the Education Management Information System Report following an agreed timeline and using the existing institutional structure which need to analysis the IMS (Institutional Management System) dataset and other relevant information. Reviewed and redefined as required the job descriptions of the EMIS-related staff in DSHE and in the zones, districts, and sub-districts. Refined EMIS and GIS according to the results of the end-user trial and user needs analysis study. Prepared Design and implementation of a series of training workshops to provide EMIS user training to personnel from MOE, DSHE and other agencies, including district and zonal managers. Prepared Design and implementation of a range of activities to increase EMIS awareness and promote EMIS use for education managers in DSHE and MOE.
