Description of Project: Project Implementation Management Unit (PIMU) under Bureau of Non-Formal Education (BNFE) implemented the PLCEHD-2 project supported by ADB and SDC. PLCEHD-2 project had been extended upto June 2013 and Development Project Proposal (DPP) had been revised accordingly. Mid-term review (MTR) of the Project completed during implementation. Consultancy Services for Capacity Building (CSCB) program was under implementation to support PLCEHD-2. Of the 29 districts covered under PLCEHD-2, CSCB team was engaged in preparing district plans for two selected districts namely Narayanganj and Munshiganj.
Description of actual services provided by DPDS in the assignment:
The main purpose of CSCB consultancy was to improve the NFE management systems at the central as well as field levels. CSCB intends to assist the BNFE and PIMU in strengthening their planning, implementation and technical support capacities so that they efficiently support the management of enhanced post-literacy and continuing education activities.
The objectives of the CSCB services were to support PIMU and BNFE to: (i) implement NFE policy framework conducive to a flexible, responsive and sustainable program for PLCE; (ii) formulate a strategy for HRD and to support the development of effective PPP between a range of actors involved in NFE; (iii) ensure a poverty-focused and qualitative service delivery at community level; (iv) developing entrepreneurship development skills among PLCE graduates; (v) guide and assist in developing an accreditation and equivalency (A&E) system by setting up quality standards, which reflect diversity, creativity and responsiveness to varying circumstances in implementing PLCE program; and (vi) Build capacity for involved organizations on A&E system.
