Description of Project: ADB is helping the Government of Bangladesh to prepare the design of the proposed Skills for Employment Investment Program (SEIP) as a 10-year Multi-tranche Financial Facility (MFF). This terms of reference (TOR) is meant to engage the Consortium on a single source selection (SSS) basis to complete ongoing priority activities to help complete the design of the proposed SEIP. The Consortium was selected based on a competitive bidding process and has been supporting the design of SEIP. However, due to some major changes in the approach and content of the evolving design, some further related priority tasks have to be completed to firm up the SEIP design.

Description of actual services provided by DPDS in the assignment:

Assisted (i) extend the services of a technical and vocational education and training (TVET) specialist to complete the work pertaining to packaging the support to public, private, nongovernment organization (NGO) and small and medium enterprise (SME) training program; (ii) engage two consultants (one for indigenous peoples (IP) strategy and involuntary resettlement (IR), and another for environmental analysis to help prepare the required documentation; and (iii) organize some workshops, seminars and focused group discussions to seek feedback from key stakeholders on the design of SEIP.
