| The Project is being implemented by Department of Agricultural Extension (DAE) and Local Government Engineering Department (LGED) in 8 districts of Rangpur Division of Bangladesh. The specific objectives of the consultancy service are to: i) Prepare the detailed design for buried pipe system of irrigation sub-projects; ii) Assist the project management in development, review and checking of designs (for other infrastructures under the project); iii) Implementation of project activities including procurement, supervision for physical and financial progress, quality control, contract management, monitoring etc. The Overall Goal of Project is to contribute to poverty reduction and enhance the economic growth in Rangpur Division while the main focus centered on (i) Increasing agricultural production and productivity of rice, wheat and maize in Rangpur Division; (ii) Improving access to better rural connectivity for 30% of Rangpur population (nearly 1 million); and (iii) Increasing household income by 10% for the targeted farmers. The Project components related to agricultural development & technology transfer under LGED include: construction of 50 Nos. buried pipe Irrigation Sub-projects; construction of 27 Nos. Dug well subprojects (for irrigation and water supply); and rehabilitation of existing lined irrigation channels. In addition, the responsibilities of supervision and support to project management include: (i) improvement of 15 km Upazila road; (ii) 20km Union roads; (iii) 115.5km village roads to bitumen surface standard; (iv) Construction of 400meters of bridges; (v) 200meters of drainage culvert on rural roads; (vi) Improvement of 30 Markets; (vii) Construction of 01 No. Regional Office of DAE and Construction/rehabilitation of 30 Nos. | Description of actual services provided by your staff within in the assignment: Assist the PIU to finally select the rural & irrigation infrastructure sub-projects to be improved by the Project, in accordance with the selection criteria established; Prepare district wise sub-project appraisal reports (SARs) for the districts covered by the Project, with the assistance of field level LGED officials; Checking and supervising detailed engineering surveys and site investigations carried out by others; Undertake detailed designs and preparation of Drawings for each of the selected irrigation subprojects and dug well system irrigation sub-projects based on site survey information, prepare drawings and BoQ for Irrigation subproject & dug well irrigation system subprojects under the Project; Review and checking of all engineering estimates under the project; Prepare technical specifications for Irrigation subproject, dug well irrigation system and all other infrastructure under the Project; To suggest any modifications or additions required to standard design and technical specifications used by LGED in order to meet project requirements, particularly in irrigation/solar panel; Prepare Project Implementation Assessment and Support Report (PIASR) for IDB Mission; Supervise Physical and financial progress with frequent visit to the project districts for effective and consistent quality assurance; Jointly measure and check with LGED staff for all works quantities presented for payment and jointly certify the work; Assist the Project Director in preparing a detailed Project Implementation plan (PIP) and Annual Plans of Operation (APO) which include relevant training activities, taking account of the need for timely completion of preparatory tasks, and of the construction constraints by force majeure; Assist the Project Director in the preparation of detailed budgets for all project activities and prepare regular progress Report for submission to IDB; Preparation of bid & contract documents, contract packaging; To assist the Project Director, LGED (RADARDP) in bid evaluation; To assist LGED to develop cooperative linkages and partnership programs with concerned line agencies and private sector organizations associated with maximizing benefits to the poor from infrastructure investment; Review and countersign any disbursement requests; To certify contractor/supplier/consultant’s bill and reimbursement claims; To Prepare and Certify variation order and claims for extension of time or any change in accordance with the contract; Monitor on site material and equipment storage and handling procedures, and environmental practices, and advise on remedial actions as required; |
